The Shaykh : Combining the two prayers for a traveler is a recommended practice (sunnah) if he is traveling on land, and permissible if he is staying on land. However, before he travels from his town, it is not permissible for him to combine, because the reason for combining is travel, and he has not started it yet. Therefore, it is not permissible for him to combine unless he leaves the town. Likewise, it is not permissible for him to shorten. If he says, "I am determined to travel, so I will pray two rak'ahs and walk,"
