Question:
He says: How is wiping over the socks performed during ablution? Does one start with the foot, put on the socks, or do so after ablution and drying? And is it permissible, depending on the circumstances, as an obligation? I ask you to guide us. May Allah reward you with good.

Answer:
One wipes over the socks just as one wipes over the leather khuff. If he is wearing socks and he put them on while in a state of ritual purity, he wipes over them just as he wipes over the socks: he wipes over the right one with his right hand, then wipes over the left one with his left hand. That is sufficient, and praise be to Allah. He wipes over the top of the foot, the top of the khuff, the top of the socks, and that is sufficient.
As for when starting, he does not wipe over them unless he put them on while in a state of ritual purity. He must put them on while in a state of ritual purity. He has to perform ablution first, then put them on. If he puts the khuff or the sock on his right foot before completing the ablution, and then washes his left foot and puts it on, the safest course for him is to take off the right one, then put it on after the completion of the ablution. This is because he put it on before the completion of the ablution. So he takes it off after washing his left foot, then puts it back on, so that it is put on while in a state of complete ritual purity. Yes.
