Advice to the imam of a mosque who delays the time for the iqamah

Question:
One of the listening brothers, who indicated his name with the letters (K. S. al-'Anzi) from 'Afiyah, says in a long message that he describes the imam of their mosque as narrow-minded and afflicted with many illnesses, and that he delays the iqamah. They are in constant disagreement with him, which has forced some of the worshippers to pray in other mosques instead of that one. He asks for advice for them and for their imam, and for the imams in general, so that they may be in agreement with their congregation. May Allah reward you with good.

Answer:
It is obligatory for all imams to fear Allah, and to seek the Sunnah of the Messenger of Allah (peace and blessings be upon him) in their prayer and in all their affairs. It is also obligatory for the congregation to fear Allah and to be a support for the imams in doing the Sunnah. The imam seeks the Sunnah in his prayer, in his recitation, his bowing, and his prostration, so as not to make things difficult for the people. He also seeks the Sunnah in not being late with them or keeping them in the mosque. He comes at the designated times and observes the designated times so as not to make things difficult for the people, and he is gentle with them.
The congregation, in turn, must also observe this, so that they do not make things difficult for him or force him to deviate from the Sunnah, or force him to be so early that the prayer is missed by many people. Rather, each of them cooperates with his brother the imam, and the congregation cooperate in righteousness and piety, and in caring for the Sunnah of the Prophet (peace and blessings be upon him) in this matter, so that their performance of the prayer is in a pleasing manner.
If the imam is stubborn with them and does not care about the Sunnah, they should refer the matter to the authority, to the Waqf (Endowment) Department. If the Waqf Department does not respond to the call and does not care, they should refer it to the court, so that the court looks into the matter, or to the committee, in the spirit of cooperation in righteousness and piety. If the matter is set right, then praise be to Allah.
It is obligatory for the imam not to force them to refer the matter to the court or to the Waqf Department. Rather, he should seek the Sunnah himself, convince them of the Sunnah, and teach them the Sunnah until they know it and are convinced that his work is good. If they are not convinced, then the court or the committee will guide everyone if the Waqf Department has not fulfilled its obligation. We ask Allah for guidance for everyone.
