Question:
The listener (M. M.) from Riyadh sent a message asking your Eminence, saying: If I am one of the followers of this program, and I read many books of Islamic jurisprudence, and I am exposed to questions of Islamic jurisprudence from people, and I know the answers to them, what is better: to conceal what I know, out of fear of inaccuracy in transmission, or to answer according to what I have heard? May Allah reward you with good.

Answer:
It is obligatory for you to answer according to what you have heard, without adding or subtracting. If you are in control of the fatwa, you say: I heard so-and-so issue a fatwa that such-and-such is the case. You attribute the fatwa to the scholar from whom it originated, unless the person seeking the fatwa is able to go to the scholar, and he is near him, and you fear that there may be something in your words of addition or subtraction; in that case, there is no harm in you being cautious and directing him to the scholar so that he may ask him.
As for if you have no doubt, but rather you have certainty in the fatwa; you inform him of it, informing him that you heard the mufti so-and-so say such-and-such, or the scholar so-and-so say: such-and-such, for the sake of cooperating with your brother in good. And Allah says:
cooperate in righteousness and pietyوَتَعَاوَنُوا عَلَى الْبِرِّ وَالتَّقْوَى
[Al-Ma'idah: 2]. So if you inform him; you have helped him in good and spared him the burden, especially since the scholar may be far from him, and it may be difficult for him to go to him.
So the conclusion is: there is nothing wrong with you informing him of the fatwa that you have mastered, controlled, and memorized in its text, and attributing it to its owner, yes.
