It is obligatory for everyone to recite al-Fatihah, based on the saying of the Prophet (peace and blessings be upon him):
There is no Salat for the one who does not recite Fatihatil-Kitab.لا صلاة لمن لم يقرأ بفاتحة الكتاب

However, if the ma'mum misses the standing and arrives while the imam is bowing, his rak'ah is sufficient, praise be to Allah. Or if he forgets the recitation, or is ignorant of the ruling, his prayer is valid due to the legal excuse. This is because the Messenger (peace and blessings be upon him) excused Abu Bakrah when he arrived while the imam was bowing. Abu Bakrah bowed outside the row, then entered the row, and the Prophet (peace and blessings be upon him) did not order him to make up the rak'ah. Rather, he said to him:
May Allah increase your eagerness! But do not do it again.زادك الله حرصًا، ولا تعد

, meaning: Do not return to bowing outside the row, but be patient until you enter the row. And he did not order him to make up the rak'ah. This indicates that one who arrives while the imam is bowing, or is bowing with him, is excused if he does not recite, because there is no time left for it. Likewise, if he is ignorant of the legal ruling, or forgets to recite it, his prayer is valid.
As for the imam, he must recite it, and it is not dropped from him. Likewise, the one praying alone must recite it. And if he forgets it in any of the rak'ahs, he performs a rak'ah in place of the rak'ah in which he forgot al-Fatihah, and prostrates for forgetfulness. Yes.
