Answer: This is not permissible. Hanging amulets is not permissible, whether from the Qur'an, the Sunnah, or anything else. They are called tamimah (amulets), and they are called al-jami'at, and they are called al-hujub. It is not permissible to hang them. The Prophet (peace and blessings be upon him) said in this context:
Whoever hangs a tamimah, Allah will not complete for him, and whoever hangs a wada'ah, Allah will not grant him peace.من تعلق تميمة فلا أتم الله له، ومن تعلق ودعة فلا ودع الله له
, and he (peace and blessings be upon him) said:
spells, charms and love-potions are polytheismإن الرقى والتمائم والتولة شرك

. So ruqyah refers to the unknown ruqyah that is not recognized, or that contains shirk (associating partners with Allah), and that contains what is wrong. Therefore, it is prohibited. Tamimah are also prohibited in their entirety. They are what is written on pieces of cloth or in small containers or the like, and then placed in a piece of cloth or a small pouch to be hung on a child or a sick person. All of this is not permissible. In fact, this is among the tamimah, even if it is from the Qur'an, and even if it is from the permissible supplications. The correct view is that tamimah are prohibited absolutely. However, those not from the Qur'an are more severe in their prohibition. As for those from the Qur'an, they fall under the category of sadd al-dhara'i' (blocking the means to harm). It is obligatory for the believer to refrain from that, so that he does not fall into what Allah (Mighty and Majestic) has forbidden.
Indeed, Allah (Glorified and Exalted is He) has prescribed for His servants what brings them happiness, salvation, and well-being, and He has not prescribed for them what brings them harm. Rather, He has prescribed for them what brings well-being and happiness in this world and the Hereafter. So it is not permissible for him to innovate in the religion what Allah has not authorized.

The presenter: May Allah reward you with good. Our brother asks: Is it permissible to hang some of the supplications found in the Book and the Sunnah on the chest of a man or a woman?
The Shaykh: Yes, just as mentioned before; because they are bid'ah (religious innovation). So it is not permissible for him to hang them, even if they are from the Qur'an or from the Sunnah, as mentioned before. Because the Messenger (peace and blessings be upon him) prohibited tamimah and threatened the one who hangs them that Allah will not complete for him.
Whoever hangs a tamimah, Allah will not complete for him, and whoever hangs a wada'ah, Allah will not grant him peace.من تعلق تميمة فلا أتم الله له ومن تعلق ودعة فلا ودع الله له

So it is obligatory for the believing man and woman to seek protection through the prescribed supplications, not by hanging them. So one supplicates for the sick person for healing and well-being, and one supplicates for the child for healing and well-being. And one recites the protection:
I seek refuge in the perfect words of Allah from the evil of what He createdأعوذ بكلمات الله التامة من شر ما خلق

at the time of sleep, just as the Prophet (peace and blessings be upon him) used to seek protection for al-Hasan and al-Husayn, saying to them:
I seek refuge for both of you in the perfect words of Allah from every devil and every poisonous thing and from the evil eye which influencesأعيذكما بكلمات الله التامة، من كل شيطان وهامة، ومن كل عين لامة

. And one should get accustomed to dhikr (the remembrance of Allah), supplication, and seeking protection by Allah, if the child is of age to understand, so that he seeks protection by himself when he sleeps, when he enters, and when he exits.
The point is that there is no need to hang tamimah. Some scholars have permitted hanging a tamimah that is from the Qur'an, or from the permissible supplications, and said: This is of the same kind as ruqyah. Just as ruqyah is permissible if it is with the Qur'an and good supplications, so too is the tamimah if it is from the Qur'an. The answer is that there is a difference between this and that. Regarding ruqyah, it is reported that the Prophet (peace and blessings be upon him) performed ruqyah and was himself subjected to ruqyah, and he said:
There is no harm in invocations so long as there is no polytheism in them.لا بأس بالرقى ما لم تكن شركاً

. This indicates that permissible ruqyah is an exception, and that it is excluded from his statement:

Rather, tamimah are prohibited absolutely. And because hanging tamimah from the Qur'an, or from the permissible supplications, is a means to hanging other tamimah. And who knows if this one is sound and this one is not sound? The door of shirk and the hanging of other tamimah will be opened. And the Shari'ah came with sadd al-dhara'i' (blocking the means to harm) that lead to shirk. So the hadiths are general regarding the hanging of tamimah and the prohibition thereof, and sadd al-dhara'i' is a necessary and obligatory matter. So it is established from this and that that all tamimah are prohibited absolutely, even if they are from the Qur'an, and from the permissible supplications, in order to block the means to shirk, and to act in accordance with the generality of the texts, and so that the believer gets accustomed to having trust in Allah, and relying upon Him, and asking Him and imploring Him to protect him from the evil of what harms him, and to suffice him from the evil of what concerns him, and that he does not rely on anything he hangs around his neck or on his arm.
So what the Shari'ah brought is all good and all well-being for the young and the old, and for the sick and the non-sick. May Allah grant everyone success and guidance. Yes.
