Among them were shepherds who would travel long distances, and he did not order them to perform a farewell tawaf before Hajj. Rather, the farewell tawaf is for Hajj.
As for 'Umrah, its ruling is broad; it is prescribed at all times, so a farewell tawaf is not obligatory for it. However, if one performs a farewell tawaf, that is good, and it is a way to avoid the scholarly disagreement. Otherwise, it is not obligatory. Those who went to Madinah and did not perform a farewell tawaf owe nothing. And if they returned with an 'Umrah, they have done well, and their ihram for it would be from Dhul-Hulayfah, if they intended an 'Umrah.
