The 'Umrah does not require a farewell; the farewell is a specific characteristic of Hajj. For this reason, the Prophet (peace and blessings be upon him) did not order the 'umrah performers to say farewell, but rather he ordered the pilgrims. He said, (peace and blessings be upon him): and he was addressing the pilgrims. And in the hadith of Ibn 'Abbas: "He ordered the people—meaning the pilgrims—that their last visit be to the House, except that he made it easier for the menstruating woman."
So the pilgrims must say farewell by performing seven circuits upon leaving, except for the menstruating woman and the woman with post-natal bleeding, for whom there is no farewell.
As for the 'Umrah, it has no farewell. However, if one says farewell upon leaving, there is no blame on him, and Tawaf is an act of worship and good. So if he performs Tawaf upon leaving, that is good, but he does not have an obligatory farewell.
