He asks and says: What is the ruling on the Farewell Tawaf for the pilgrim (Hajj) and the one performing 'Umrah? And if someone performed 'Umrah and did not perform the Farewell Tawaf, is there anything required of him?
Answer: The Farewell Tawaf is obligatory for the pilgrim (Hajj) according to the correct view; because the Messenger (peace be upon him) said:
None amongst you should depart until he performs the last circumambulation round the House.لا ينفرن أحد حتى يكون آخر عهده بالبيت

It was narrated by Muslim in the Sahih. And Ibn 'Abbas (may Allah be pleased with him and his father) said:
The people were commanded (by the Holy Prophet) to perform the last circumambulation round the House, but menstruating women were exempted.أمر الناس أن يكون آخر عهدهم بالبيت إلا أنه خفف عن المرأة الحائض

So the pilgrim (Hajj) must bid farewell to the House with seven circuits, circling the House seven times without Sa'y, and praying two rak'ahs, then he departs to his family; because the Messenger (peace and blessings be upon him) did that when he finished his Hajj. He entered Makkah at the end of the night and performed the Farewell Tawaf, then prayed Fajr on the fourteenth day, then headed to al-Madinah after the prayer, (peace and blessings be upon him). And he (peace be upon him) said:
Take your rituals from meخذوا عني مناسككم
May Allah send blessings upon him.
And if he performed the Tawaf of Ifadah when he traveled, it suffices for him in place of the Farewell Tawaf. If he delayed the Tawaf of Hajj until the fourteenth or fifteenth day, then performed it and traveled, it suffices for him in place of the Farewell Tawaf, and praise be to Allah.
As for the one performing 'Umrah, the scholars differed on whether the Farewell Tawaf is required of him, with two opinions among the scholars. The stronger opinion is that the Farewell Tawaf is not obligatory for the one performing 'Umrah due to many proofs. But if he performs it as a farewell, it is better, and his tawaf would be upon exiting, like the pilgrim (Hajj) upon his exit. And if he leaves off the farewell, there is no blame on him. And if he did not stay after the 'Umrah, but performed tawaf and sa'y and then left, there is no tawaf required of him according to all scholars; his tawaf and sa'y for the 'Umrah are sufficient. Like the pilgrim (Hajj), if he performed the Tawaf of Ifadah and left after the Tawaf of Ifadah on the fourteenth day, or after stoning the pillars, it suffices for him in place of the Farewell Tawaf.
So the one who performed tawaf for 'Umrah and sa'y and then left immediately has no farewell required of him. The farewell is for the one who delayed and stayed after the 'Umrah: does he bid farewell or not? If he bids farewell, it is better; otherwise, it is not obligatory for him; because the Messenger (peace and blessings be upon him) did not order those who performed 'Umrah to perform the Farewell Tawaf. And those who performed 'Umrah in the Farewell Pilgrimage, he did not say to them: "Do not exit until you bid farewell to the House." Among them were shepherds who traveled long distances, and he did not order them to bid farewell, (peace and blessings be upon him). And when they entered the state of ihram for Hajj, he did not order them to bid farewell; rather, they entered ihram from their location at al-Abtah and headed to Mina, and he did not order them to bid farewell, (peace and blessings be upon him). Yes.
