Answer:
It is not obligatory. The farewell is obligatory in Hajj; the Farewell Tawaf is obligatory in Hajj. As for 'Umrah, it is not obligatory. However, if one performs the farewell, it is good. If one stays for a period, staying a long time after 'Umrah, and then performs the farewell, that is good. But there is no clear evidence for the obligation of the farewell for 'Umrah; it is only in Hajj. The Messenger of Allah (peace and blessings be upon him) said:
The people were ordered to perform the Tawaf of the Ka`ba (Tawaf-al-Wada`) as the lastly thingأمر الناس أن يكون آخر عهدهم بالبيت
Sahih al-Bukhari 1755
This is in Hajj. He commanded the people, meaning the pilgrims, to do so. They were departing from Mina in every direction, so he said to them (peace and blessings be upon him):
Let no one of you depart until his last visit is to the Houseلا ينفر أحد منكم حتى يكون آخر عهده بالبيت
This means the departure from Mina on the twelfth and thirteenth days. The departure from Mina and from Mecca takes place after the farewell.
As for 'Umrah, he did not command the performers of 'Umrah to perform the farewell. They performed 'Umrah with the Prophet (peace and blessings be upon him) in the Farewell Pilgrimage, and when they finished, he did not say to them: "Let no one of you depart until he performs the farewell." They used to take the camels to distant places to graze, and they were not commanded to perform the farewell. Yes.
