Question:
Does Jumu'ah have a specific voluntary prayer, or is the Dhuha prayer sufficient?

Answer:
It is recommended to pray many rak'ahs before Jumu'ah, by praying whatever is easy for one. It is not a fixed regular prayer (rawatib), but it is prescribed to pray whatever Allah makes easy for him; because the Prophet (peace and blessings be upon him) said:
Then let him pray whatever Allah has decreed for himثم ليصلي ما كتب الله له
He did not specify a particular number, so there is no fixed regular prayer before it. Rather, a person should pray whatever is easy: two, four, six, eight, or more, saying the closing salam after every two. If he prays from the time he arrives until the imam enters to deliver the sermon, it is all good, it is all fine, saying the closing salam after every two. And there is a fixed regular prayer after it, which is four. The Prophet (peace and blessings be upon him) said:
If anyone of you prays after the Friday prayer, he should say for rak'ahs.من كان مصليًا بعد الجمعة فليصل بعدها أربعًا

So the Sunnah is to pray four with two closing salams after Jumu'ah, in the mosque or at home. And the Prophet (peace and blessings be upon him) used to pray two at home, but he advised the one who prays to pray four, saying:
If anyone of you prays after the Friday prayer, he should say for rak'ahs.من كان مصليًا بعد الجمعة فليصل بعدها أربعًا

And he said:
If you pray after Friday, then pray four (Rak’ah).إذا صليتم بعد الجمعة فصلوا أربعًا
Sunan Ibn Majah 1132Sahih (Darussalam)
This is the Sunnah; the four are better than the two, whether you pray them at home or in the mosque. May Allah guide them all.
