What is the difference between calling to Allah and enjoining good and forbidding evil?

Answer:
Enjoining good and forbidding evil is a call to Allah, but the one who enjoins and forbids is able to remove the evil and compel the good if he has the power. The caller clarifies; the caller to Allah clarifies the rulings of the Shari'ah, guides people to them, and warns against violating them. For this reason, Allah combined the two and said, Exalted is He:
And let there be [arising] from you a nation inviting to [all that is] good, enjoining what is right and forbidding what is wrong, and those will be the successful.وَلْتَكُنْ مِنْكُمْ أُمَّةٌ يَدْعُونَ إِلَى الْخَيْرِ وَيَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ وَأُوْلَئِكَ هُمُ الْمُفْلِحُونَ
[Al-Imran: 104]. So the caller clarifies and guides people, while the one who enjoins, in addition to the call, compels the truth and prevents the evil, because he has authority and strength. Yes.
