Answer:
She is not permitted to do so; rather, it is obligatory for her to hasten and perform the Tawaf of Farewell before she travels. For this reason, when Safiyyah menstruated, the Messenger of Allah (peace and blessings be upon him) said, "Are we to be detained by her?" They said to him, "She has already performed the Tawaf of Farewell." He said, "Depart."
The point is that she must perform the Tawaf of Farewell before leaving Makkah, unless there is a dire necessity and the place is nearby, such as Jeddah or Ta'if, and the group does not allow her to go with them and then return. She must not delay it. Yes.
