Answer:
Yes. There is nothing wrong with reciting while in a state of minor ritual impurity, but not if one is in a state of major ritual impurity. One in a state of major ritual impurity does not recite at all. However, if it is a state of minor ritual impurity, such as urination, defecation, or passing wind, there is nothing wrong; one may recite from memory, but not from the written copy of the Qur'an.
As for the written copy of the Qur'an, it is not recited except in a state of complete ritual purity from both the minor and major states of ritual impurity. One does not touch the written copy of the Qur'an except in a state of ritual purity. As for reciting from memory, there is nothing wrong with reciting while not in a state of ritual purity, except if one is in a state of major ritual impurity; for one in a state of major ritual impurity does not recite until he performs the full ritual bath.
The scholars differed regarding the menstruating woman and the woman with post-natal bleeding: whether they are equated with one in a state of major ritual impurity and thus prohibited from reciting, or not? There are two opinions:
One of them is that she is equated with one in a state of major ritual impurity, because her state of ritual impurity is major and requires the full ritual bath.
The second is that she is not equated with one in a state of major ritual impurity, because the duration of the state of major ritual impurity is short; one performs the full ritual bath quickly.
