The congregational prayer is the one with multiplied reward, so it is obligatory for him to pray in the congregation in the mosque so that he obtains the multiplied reward of the congregation in the mosque. If he is unable to go to the mosque but can form a congregation at home, because he has people with whom to pray, they should pray in congregation at home. If that is not possible, he prays alone, but it is obligatory for him, if he is able, to strive for the congregation and to respond to the mu'adhdhin to pray with his brothers in congregation in the mosques. This is the obligatory duty. If he misses it, he prays alone and there is no blame on him. If it becomes possible for him to pray with another congregation, that is obligatory if he missed the first congregation and he finds a group praying together. Even if someone says otherwise, there is no basis for it; because when the Prophet (peace and blessings be upon him) entered and the people had already prayed, he said:Sahih Ibn Hibban 10:694.
