Answer:
There is no blame on you for performing wudu' before the bath or after it, but if the bath is for janabah, the sunnah is to start with wudu' following the example of the Prophet (peace and blessings be upon him).
As for if you are in the sea swimming, there is no blame on you for performing wudu' while you are in the sea, provided you observe the order and continuity. You start with your face, then your right hand, then your left hand, then you wipe your head and your ears, then you move your legs with the intention of wudu', the right one then the left one. May Allah guide them all.
