Question:
When a person travels a distance of 100 km to a certain town, is it permissible for him to combine and shorten the prayers?

Answer:
If a person travels from his town a distance of 100 km or approximately that, he acts according to the rulings of travel, which include shortening the prayer, breaking the fast, combining the two prayers, and wiping over the leather socks for three days; because this distance is considered travel. Likewise, if he travels 80 km or approximately that, it is considered a distance for shortening the prayer according to the majority of the scholars.
