Answer:
Ibn Abbas mentioned that he (peace and blessings be upon him) combined prayers without fear, rain, or travel. The scholars said: this was either at the beginning of the matter, or it was for a specific cause, such as a general illness or a general epidemic. Then he left that practice, so it is not permissible to do so except for a cause such as illness or travel. Likewise, regarding rain: if the rain is difficult for people, or if there is slippery mud or slippage, they combine, and there is no harm for a valid legal excuse.
