The path to uniting the Muslims on the truth and rejecting disagreement and division is to hold fast to the Book of Allah and the Sunnah of His Messenger (peace and blessings be upon him), to be upright upon that, to advise one another to it, and to cooperate in righteousness and piety. They must refer everything in which they dispute to the Book of Allah (Glorified and Exalted is He) and the Sunnah of the Messenger of Allah (peace and blessings be upon him), and make them the judge in every matter, as Allah (Glorified and Exalted is He) said: : [Al-Nisa: 59], and He said (Glorified and Exalted is He): : [Ash-Shuraa 42:10] the verse [Al-Shura: 10].
And those in authority are the scholars of the religion of Allah, known for their sound creed and conduct, and the rulers of the Muslims. Whenever a dispute arises between them over something, it is obligatory to refer it to Allah and the Messenger (peace and blessings be upon him). Referring to Allah is referring to the Noble Qur'an, and referring to the Messenger (peace and blessings be upon him) is referring to him during his lifetime and to his authentic Sunnah after his death. Whatever they rule by, or one of them, is the ruling of Allah .
Therefore, it is obligatory for all Muslims, governments and peoples, scholars and rulers, to fear Allah by obeying His commands and leaving His prohibitions, and to judge by the Book of Allah and the Sunnah of His Messenger (peace and blessings be upon him) in whatever disputes arise among them, acting in accordance with the two preceding verses, and in accordance with His saying : [Al-Nisa:65], and His saying : Indeed, man is in loss, except those who believe and do righteous deeds and enjoin one another to truth and enjoin one another to patience [Al-Asr:1-3], and in accordance with His saying : [Al-Imran:103].
And we ask Allah by His most beautiful names and His exalted attributes to rectify the conditions of all Muslims in every place, to unite their hearts upon the truth and gather them upon guidance, and to protect them all from the whispers of Satan and the schemes of enemies, and to rectify their leaders and appoint the best of them over them. Indeed, He is the All-Hearing, the Near.

يَا أَيُّهَا الَّذِينَ آمَنُوا أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنْكُمْ فَإِنْ تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ إِنْ كُنْتُمْ تُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الْآخِرِ ذَلِكَ خَيْرٌ وَأَحْسَنُ تَأْوِيلًاAnd in anything over which you disagree - its ruling is [to be referred] to Allah.

وَالْعَصْرِ And hold firmly to the rope of Allah all together and do not become divided
