Your Eminence! This message reached us from 'Ali 'Abd Allah Narsh from the Bisha Airport Fire Department. He says: To the honorable scholars! Peace be upon you, and Allah’s mercy and blessings. May Allah make your times happy. I ask you to issue a ruling on my message: I have forty sheep, and their monthly expenditure is three hundred and fifty riyals, including barley and alfalfa. Is zakah obligatory on them? Please rule for us, may Allah reward you with the best reward, and peace be upon you?
Answer: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and blessings and peace be upon the Messenger of Allah, and upon his family and his Companions, and whoever follows his guidance. As for what follows: If these sheep are mostly grazing and benefiting from the grass (herb) for most of the year, then you owe their zakah, which is one sheep. For forty to one hundred and twenty sheep, the zakah is one sheep, as the Prophet (peace and blessings be upon him) said. However, if they do not have grazing land for most of the year, and the majority of the time they are fed, then if you feed them for most of the year, there is no zakah on them. This is because the Messenger of Allah (peace and blessings be upon him) stipulated that the sheep must be grazing (saimah) for zakah to be due, and saimah means those that graze. If they graze for most of the year, then the little feeding during the year is not considered. But if they are fed and do not graze for most of the year, then there is no zakah on them. Yes.
