Ruling on saying: {O settled soul} when a disbeliever dies
Machine translationRead the Arabic original
The question: He also asks: If a man or a woman dies while he or she is a disbeliever, is it permissible for us to say: [Al-Baqarah 2:156], or is it not permissible, and do we also say: [Al-Fajr: 27-28]... and so on?
The answer: When a disbeliever dies, there is no harm in saying:[Al-Baqarah 2:156], Praise be to Allah. It is fine for your relatives to say this. All people return to Allah, and all people belong to Allah (Glorified and Exalted is He). There is no harm in this. However, one should not make du'a for him. As long as he is a disbeliever, one does not make du'a for him. Nor is it said: [Al-Fajr 89:27-28] because the soul is not settled; it is a sinful soul. This is not said to it. Rather, this is only said for the believer.
So the conclusion is that when a disbeliever dies, there is no harm in saying:[Al-Baqarah 2:156]. And there is no harm if someone else says to you: May Allah magnify your reward in him, and may He make your consolation in him good. There is no harm in that. You may have had a benefit from him in his lifetime. He may have been kind to you in his lifetime and benefited you, so there is no harm. But do not make du'a for him, do not seek forgiveness for him, and do not give charity on his behalf if he died a disbeliever. Yes.
Indeed we belong to Allah, and indeed to Him we will return."
إنا لله وإنا إليه راجعون(27) [To the righteous it will be said], "O reassured soul, (28) Return to your Lord, well-pleased and pleasing [to Him],
