Answer: If the intention is the prescribed udhiyah in the festival of sacrifice, or the fidyah that is obligatory for the one performing tamattu' or qiran in Hajj and 'Umrah, then no, it is not slaughtered except in Makkah on the days of slaughter, which are the day of the festival and the days of Tashriq. The hady, the hady of tamattu', and all the sacrifices are slaughtered on the days of the festival—the festival of slaughter—on the day of the festival and the three days following it. It is not slaughtered in the festival of Fitr, nor in the month of Dhu al-Hijjah after the festival, nor before it, nor in the month of Dhu al-Qa'dah. It is only slaughtered on the days of the festival, the days of the festival of slaughter, which are four days: the day of Nahr, which is the tenth of Dhu al-Hijjah, and the three days following it. In these days, the sacrifices and the prescribed hady that are obligatory for the one performing tamattu' or qiran, or that the volunteers offer voluntarily, are slaughtered.
As for if the intention is to volunteer with something to distribute among relatives, there is nothing wrong with it; this becomes sadaqah. If he wants to slaughter a camel, a cow, or a sheep in his country and distribute it among his relatives as charity or maintaining family ties, that is good. However, this is not called hady, nor udhiyah, nor fidyah. The fidyah that is obligatory on a person in tamattu' and qiran is slaughtered on the days of Nahr. As for if it is a fidyah for leaving an obligatory act or for committing a forbidden act, then this is slaughtered in the Haram for the obligatory act left or the forbidden act committed in the Haram itself, and it is distributed among the poor of the Haram.
