Answer: The word in this matter is a warning. I advise all my brothers in Allah to beware of issuing fatwas without knowledge, and of speaking about Allah without knowledge. This is among the greatest of major sins. So I advise everyone who does not have knowledge to beware of issuing fatwas, and not to issue a ruling except with knowledge of what Allah and His Messenger said. Otherwise, let him guide people to the scholars whom they can ask.
As for speaking without knowledge, or through blind following, that is not permissible. Rather, one should guide the person in need to a scholar known for knowledge, virtue, and good creed, so that he may issue a ruling for him. As for speaking without knowledge, that is reprehensible and forbidden.
So it is obligatory for every Muslim to beware of that, and not to speak except with knowledge about what Allah and His Messenger said. Yes.
