He says: I have a farm that is eighty kilometers from Riyadh, and I used to go there with my mahrams and my children, and I would shorten the prayer between it and Riyadh and combine them. And when I was there, I would shorten the prayer. However, a short time ago, visitors came to me and saw me shortening the prayer at my farm, so they said: It is your farm, and it is not permissible for you to shorten the prayer there?"

There is no doubt that this is travel, and that if he goes there, he has the right to shorten the prayer and he has the right to combine prayers on the way, he and his mahrams.
As for if he stays there, if his stay is two, three, or four days, he has the right to shorten and combine. If the stay is more than four days, it is a well-known issue of disagreement among the scholars, and the safest course for him is not to shorten or combine. If his intention is to stay more than four days, he completes the four rak'ahs and does not combine. This is the safest course for him and to avoid the disagreement.
As for if his stay at the farm is four days or less, he shortens and combines if he wishes, and there is no blame on him, and shortening is better.
