Your Eminence, Shaykh Abdulaziz! We have a large number of letters from our esteemed listeners. We begin with a letter from Abdullah al-Hamad al-Salih, who asks about the emission of semen in Ramadan without intercourse, and a letter from listener (S. M. Sh), who asks about the ruling on tabarruj (a woman's display of her adornment). This is a letter from Abdullah al-Hamad al-Salih, who says in this letter: "Peace be upon you, and Allah's mercy and blessings. After that: I request that this letter of mine be presented to Your Eminence, Shaykh Abdulaziz ibn Abdullah ibn Baz. He says: In the blessed month of Ramadan that has just passed, I slept with my wife on the bed and embraced her without actually having intercourse with her, meaning: without sexual intercourse. This caused me to emit semen without direct contact. I request your guidance on what the ruling is? And what is the expiation? With my regards."
The Shaykh: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and blessings and peace be upon the Messenger of Allah, and upon his family and his Companions, and upon those who follow his guidance.
As for what follows: There is no doubt that intercourse during the fast of Ramadan, and in every obligatory fast, is not permissible and invalidates the fast. As for touching, kissing, and caressing, there is no harm in that. The Prophet (peace and blessings be upon him) used to caress while fasting and kiss while fasting, peace and blessings be upon him. However, if a person is quick to arousal and fears that caressing or kissing will lead to the emission of semen, it is better for him to keep his distance from that and not be lax in this matter. If he embraces his wife, or kisses her, or touches her, and then semen comes out of him, it is obligatory for him to perform ghusl (the full ritual bath) on account of the semen, and to make up that day if it was during the day. He does not owe an expiation. The expiation is only if he had intercourse with her. As for merely embracing her, or kissing her, or the like of that touching, all of this is permissible and there is no harm in it. The Prophet (peace and blessings be upon him) did it and granted a dispensation for it. May Allah send blessings and peace upon him. But if it is his nature to be quick to arousal, it is better for him to keep his distance from this thing so that he does not fall into what is forbidden. If semen is emitted, he must make up that day. The fast is invalidated and he must make up that day, but he does not owe an expiation. This is the ruling. He makes up the day and performs ghusl from janabah (major ritual impurity) because it necessitates ghusl, but he does not owe an expiation. The woman is the same as him. If she emits by being embraced, or by being touched, or by being kissed, and if she emits semen, she must perform ghusl and make up that day, and she does not owe an expiation. If she does not emit, she owes nothing. Yes.
