This is a message we also received regarding slaughter, from Noura al-Dosari. She says, your sister in Islam: Does the one who slaughters in Makkah on the Day of Sacrifice, does that suffice for him regarding the udhiyah that Muslims slaughter on the day of the festival, with the intention that it is an udhiyah? Or is it that the one who intends to perform Hajj? Is it obligatory for him to offer an udhiyah in his country, and then perform Hajj in another year?
Answer: The udhiyah is one thing and the hady is another. If one offers the hady of tamattu', this is slaughtered in Mina or in Makkah on the days of sacrifice; because if a man or a woman enters the state of ihram for 'Umrah in the months of Hajj and then performs Hajj, or performs Hajj with qiran, with both together, then he owes hady, meaning he owes a sacrificial animal from sheep, or one-seventh of a camel, or one-seventh of a cow; because Allah the Exalted said:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animalsفَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ
[Surat al-Baqarah:196] And whatever is easy, either a sheep from the two-year-old goats or from the one-year-old rams, or one-seventh of a camel, or one-seventh of a cow, it is obligatory for him to do so. If he is unable, he fasts ten days: three days during Hajj before the Day of 'Arafah is better, and seven when he returns to his family. This is different from the issue of the udhiyah. As for the udhiyah, people slaughter it in their countries, villages, and in the desert, as a recommended practice on the days of the Festival of Sacrifice. A person offers an udhiyah with a sheep for himself and his household, or offers an udhiyah with one-seventh of a camel or one-seventh of a cow. This is a recommended practice for the man and his household, for him and his wife and his children, as a recommended practice. Even if he is a pilgrim, if he appoints his household to slaughter it for him, or if he slaughters it in Mina or in Makkah along with the hady, all of this is permissible. So the hady is something obligatory, and the udhiyah is a recommended practice, it is not obligatory, it is not binding. The udhiyah is a confirmed recommended practice with the ability to do so, and it is not obligatory.
So the one who performs Hajj, if he leaves it, there is no blame on him if he is content with the hady, the hady of tamattu', there is no harm. And if he offers an udhiyah in his country, and appoints his household or others to do it, there is no harm. And if he offers an udhiyah in Mina, or in Makkah, there is no harm. Yes.
