The answer: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may peace and blessings be upon the Messenger of Allah, and upon his family and his Companions, and whoever follows his guidance.
As for what follows: If her brother was healed, the vow remains a debt in her mother's obligation. If she was unable to fulfill it and did not perform it, and then she died, it must be paid from her estate if she has an estate. But if she has no estate, it is dropped from her, unless her children fulfill it on her behalf, in which case may Allah reward them with good. This is if the ram was for Allah alone, meaning she vowed this ram for Allah alone, to draw near to Allah (Glorified and Exalted is He). But if the ram was vowed for al-'Ayd al-Rus, or for some of the awliya (close friends of Allah), this is major shirk (associating partners with Allah), it is invalid, it is not to be fulfilled, and it is invalid shirk that is not acceptable.
