From al-Kharj, we received this message, and its sender (M. H. Q) says: "Peace be upon you, and Allah's mercy and blessings. We would like your Eminence to answer our questions. The first question: If a pilgrim performs tamattu' by combining 'Umrah and Hajj, is it permissible for him to have intercourse after exiting the state of ihram of 'Umrah?"
Answer: Yes, if he exits the state of ihram from 'Umrah, intercourse is permissible for him; because he has fully exited the state of ihram—he performed tawaf, sa'y, and shortened his hair and exited the state of ihram. It is permissible for him to have intercourse with his wife; because this is a full exit from the state of ihram, just as it is permissible for him to use perfume, wear sewn clothing, and cover his head, because he has fully exited the state of ihram. Yes.
