It was said that the meaning is: “None of us is he who does not rely on the Qur'an to the exclusion of other things.” This would be evidence for the prohibition of turning to anything other than the Qur'an in worship, transactions, and other matters.
It was also said that the meaning of
he who does not sing with the Qur'an من لم يتغنى بالقرءان
is: he who did not beautify his voice as is obligatory upon him in reciting the Qur'an. This is because it is obligatory for a person to beautify his voice in a way that the articulation points of the letters are clear, and no assimilation occurs that drops some of the letters contrary to what the Arabic language requires. Both meanings are correct.
Therefore, it is obligatory for a person to master the wording in reciting the Book of Allah (Mighty and Majestic), and it is obligatory for a person not to turn away from the Qur'an to other things in worship and transactions.
