Question:
The one who listens to the sea from Yanbu, Sa'id ibn Sa'id ibn Ali, sent a message containing a number of questions, saying: Are all the people of Jeddah from within the miqat, or from outside it? And from where do they enter ihram? And likewise, the people of Rabigh?

Answer:
All the people of Jeddah are from within the miqat, within the miqat which is Rabigh and what is beyond it; Dhul-Hulayfah is within the miqat, so its people enter ihram from their location; due to the saying of the Prophet (peace and blessings be upon him) when he designated the miqats, he said:
And those living inside these Mawaqit can assume Ihram from the place where they start; even the people of Mecca can assume Ihram from Mecca.ومن كان دون ذلك فمهله من حيث أنشأ، حتى أهل مكة من مكة

So those in Jeddah, or in ...., or in al-Sharai', or in Bahra, or in Umm al-Salam, their miqat is their town; they enter ihram from their location, if they intend 'Umrah, or Hajj, they enter ihram from their location. And the one in Rabigh enters ihram from Rabigh, and it is the miqat now; it is al-Juhfah. And the one above al-Juhfah enters ihram from his location; because it is before Dhul-Hulayfah. So the result is that the miqats are five:
Dhul-Hulayfah: the miqat for the people of Madinah.
Al-Juhfah: the miqat for the people of Sham and Egypt and the like of them who come from the direction of the coast. And now they enter ihram from Rabigh, and Rabigh is a little before al-Juhfah, by way of precaution.
The third: Yalamlam, the miqat for the people of Yemen.
The fourth: Qarn al-Manazil, and it is called: al-Sayl, the miqat for the people of Najd, and the people of the East.
The fifth: Dhat 'Irq, and it is called: al-Daribah, the miqat for the people of Iraq.
So the one who comes before these miqats enters ihram from them. The one who comes from the way of Madinah enters ihram from Dhul-Hulayfah. And the one who comes from the way of the coast from Egypt, or Sham, or elsewhere from the way of the sea enters ihram from al-Juhfah, Rabigh. And the one who comes from the way of Yemen, Jizan and Yemen enters ihram from Yalamlam. And the one who comes from Iraq, and what surrounds it enters ihram from al-Daribah, meaning: from Dhat 'Irq. And the one who comes from Najd, or elsewhere from the direction of the East enters ihram from al-Sayl, from Wadi Qarn. And if one is before these miqats, like the people of Jeddah, and the people of al-Sharai', and the people of ...., and the people of Bahra, and their like, they enter ihram from their location; due to his saying (peace and blessings be upon him):

Whoever wants 'Umrah and is in Makkah, he heads to al-Hal, he goes out to al-Hal, and he declares the intention for 'Umrah from there after he takes a ghusl in his house, and prepares. Yes.
