Question:
He says: I notice that some people, for example, come from Egypt to perform the lesser pilgrimage, but they do not enter the state of ihram from the miqat. Instead, they stay in Jeddah for days, and then they enter the state of ihram from Jeddah and go to perform the lesser pilgrimage. What is the ruling on the action of these people? May Allah reward you with good.

Answer:
If they came with the intention of the lesser pilgrimage from Egypt, or elsewhere, they must enter the state of ihram from the miqat. If they are from the route of Madinah, they enter from the miqat of Madinah. If they came from the coastal route, they enter from al-Juhfah, from Rabigh, whether they are from Egypt, the Levant, or elsewhere. If they came from the route of Najd, they enter from Wadi al-Qarn al-Sayl. If they came from the route of Yemen, they enter from the miqat of Yemen, Yalamlam. If they came from the route of Iraq, they enter from the miqat of the people of Iraq, Dhat 'Irq. It is obligatory for them to do so, because when the Messenger of Allah (peace and blessings be upon him) designated the miqats, he said:
and those (Mawaqit) are also meant for those who live at these (places) and for those too who come from without towards them for the sake of Hajj or 'Umraهن لهن، ولمن أتى عليهن، من غير أهلهن، ممن أراد الحج، أو العمرة

He made the miqats for everyone who passes through them, so no one may pass them without entering the state of ihram if he intends to perform Hajj or the lesser pilgrimage.
