Question:
This questioner says in this question regarding the prayer of istikharah: How are the signs of the expansion of the chest, and is it permissible for me to seek istikharah from Allah in all matters, or in specific matters? Please guide us, O honorable Shaykh?

Answer:
The prayer of istikharah is for matters in which you are uncertain, whether it is in the public interest to do them or to leave them; this is the place for istikharah. As for a matter that is known to be good, there is no istikharah; you do not need istikharah. Do you pray, or do you not pray? There is no istikharah. The obligatory prayer is required and prescribed, as is zakah, fasting, Hajj, fasting on Mondays, and Thursdays; there is no istikharah because it is a known matter. But a doubtful matter, such as: you want to marry so-and-so's daughter, and you are hesitant; you seek istikharah. Or travel: you want to travel to a specific place, and you are hesitant whether it is in the interest to travel or not; you seek istikharah. Likewise, if you are hesitant whether to trade in clothing, or whether to trade in real estate, and you are hesitant; you seek istikharah from your Lord. And so on for any matter in which there is hesitation; you seek istikharah from your Lord.
So when you have prayed the two rak'ahs of istikharah and asked your Lord, you act on what your heart inclines to, and your chest expands. If your chest inclines to one of the two matters, do it; this is the best. It is recommended for you to seek advice; it is recommended for you to consult good people in whom you have confidence, along with istikharah, after the istikharah. Consult your brothers, your friends, and your parents. Seek advice from one in whom you have confidence and whom you see as worthy of consultation, so that he may contribute to this matter. And if your chest expands, do it.
