Question:
Also, it appears that our brother knows many of the innovations regarding graves. He asks: Is it permissible to recite the Qur'an over the deceased in the cemetery?

Answer:
It has been mentioned previously that one does not recite over the deceased, nor in the graves, nor over the dead. The Messenger of Allah (peace and blessings be upon him) and his Companions did not do this. However, when they visited them, they would greet them, saying:
Peace be upon you O inhabitants of the grave! May Allah forgive us and you; you are our predecessors and we are to follow you.السلام عليكم يا أهل القبور! يغفر الله لنا ولكم، أنتم سلفنا، ونحن بالأثر

And if he wishes, he says:
As-salamu ‘alaykum ahlad-diyar minal-mu’minina wal- muslimin, wa inna insha’ Allah bikum lahiqun, nas’alul-laha lana wa lakumul-‘afiyahالسلام عليكم أهل الديار من المؤمنين والمسلمين، وإنا -إن شاء الله- بكم لاحقون، نسأل الله لنا ولكم العافية، يرحم الله المستقدمين منا والمستأخرين

This is what the Prophet (peace and blessings be upon him) did and taught his Companions.
As for reciting over the graves, or reciting near the graves, or praying near the graves, all of this is a religious innovation. Or circling around the graves, and circling around their inhabitants, all of this is a religious innovation. And greater than that is calling upon them, or seeking aid from them. Calling upon the deceased, or seeking aid from him, or making a vow for him, or slaughtering for him, all of this is major shirk (associating partners with Allah). So if he says: "O so-and-so! O my master so-and-so! Or O close friend of Allah! So-and-so, help me, or cure my sick person, or help, help," or anything similar to what the worshippers of graves do, this is major shirk—may Allah grant us safety from it. It is obligatory to be cautious of these matters. Yes.
