Answer:
It is not permissible; it is not permissible to recite the Qur'an in the cemetery. Reciting the Qur'an is done in homes and in mosques. The Prophet (peace and blessings be upon him) said:
Make some of your prayers in your homes, and do not make them into graves, for Satan flees from the house in which Surat al-Baqarah is recited.اجعلوا من صلاتكم في بيوتكم ولا تتخذوها قبورًا فإن الشيطان يفر من البيت الذي تقرأ فيه سورة البقرة
Because graves are not places where one recites, nor where one prays, nor are they to be made a place for supplication. When one visits, he says: "Peace be upon you, people of the abode of the believers and the Muslims, and we, if Allah wills, will be joining you. We ask Allah for well-being for us and for you. May Allah have mercy on those who came before and those who come after," as the Prophet (peace and blessings be upon him) explained the supplication for visiting.
