Question:
Is it permissible for a woman to raise her voice while making du'a' while performing tawaf around the Sacred Ka'bah?

Answer:
It is better to keep it secret because she is 'awrah (the part of the body that must be covered), so it is better to lower the voice; because the voice may have a huskiness, and it may perhaps tempt some people, so it is better to keep it secret with her voice. It is permissible for her to speak with people in her normal voice, but she should not lower it in a way that makes people covet her; because Allah (Exalted and Majestic is He) said:
O wives of the Prophet, you are not like anyone among women. If you fear Allah, then do not be soft in speech [to men], lest he in whose heart is disease should covetيَا نِسَاءَ النَّبِيِّ لَسْتُنَّ كَأَحَدٍ مِنَ النِّسَاءِ إِنِ اتَّقَيْتُنَّ فَلا تَخْضَعْنَ بِالْقَوْلِ فَيَطْمَعَ الَّذِي فِي قَلْبِهِ مَرَضٌ
[Al-Ahzab:32] Do not be soft in speech lest one who has a disease in his heart be tempted, but speak with moderate speech that contains no ugliness, no coquetry, and no softness, moderate speech. And keeping it secret is better. In tawaf and talbiyah, it is better for her to keep it secret. Yes.
