Question:
A message was received by the program from Libya, sent by a brother of ours from there. He says: Muhammad Ibrahim Hamid. Our brother Muhammad asks and says: I ask Your Eminence, the Shaykh, to explain the saying of Allah the Exalted in His Noble Book, in Surat al-Anbiya, in the name of Allah, the Most Gracious, the Most Merciful:
And We have not sent you, [O Muhammad], except as a mercy to the worlds.وَمَا أَرْسَلْنَاكَ إِلَّا رَحْمَةً لِلْعَالَمِينَ
[al-Anbiya: 107].

Answer:
The verse is to be understood according to its apparent meaning. Allah, Glorified and Exalted is He, sent His Prophet Muhammad (peace and blessings be upon him) as a mercy to the worlds. He is the Messenger of Allah to the jinn and mankind... to everyone, as He the Exalted said:
Say, [O Muhammad], "O mankind, indeed I am the Messenger of Allah to you allقُلْ يَا أَيُّهَا النَّاسُ إِنِّي رَسُولُ اللَّهِ إِلَيْكُمْ جَمِيعًا
[al-A'raf: 158], and He the Exalted said:
And We have not sent you except comprehensively to mankind as a bringer of good tidings and a warnerوَمَا أَرْسَلْنَاكَ إِلَّا كَافَّةً لِلنَّاسِ بَشِيرًا وَنَذِيرًا
[Saba: 28]. So he is the Messenger of Allah to everyone, and he is the mercy of Allah to the worlds through the means of his message and obedience to His commands. The rain descends and the entire world benefits; the livestock, the trees, the jinn, mankind, and the animals. The proof is established against the disbeliever and the message is conveyed, so he is a mercy to all the worlds. Whoever enters into his message, the mercy becomes complete for him, and he enters Paradise and is saved from the Fire. And whoever does not enter, the proof is established against him, the excuse is removed, and by that he has been shown mercy in terms of the conveyance of the message and the warning, so that he cannot say: "No bringer of good news or warner came to me." This is a type of mercy.
Then, the good that comes from the rain, which benefits both the disbeliever and the Muslim, and the security that comes through treaties and covenants, through which mercy and good are obtained for the Muslim and the disbeliever... up to the like of these blessings that occur by the means of this message, even for the disbeliever, even for the livestock. So he is the Messenger of Allah (peace and blessings be upon him), a mercy to all the worlds. But whoever enters into Islam and stands firm upon the religion, the mercy for him becomes greater and more complete. And whoever does not enter into the religion of Allah, he receives mercy to the extent of the good that he obtains from rain, security, and abundant provision by the means of this message, and by his command in his lands through the treaties and covenants between him and the Muslims... up to other types of mercy. Yes.
