Answer:
Placing palm fronds on graves is not prescribed; rather, it is a religious innovation. This is because the Prophet (peace and blessings be upon him) did not do so except for two specific graves. He looked into their punishment and placed two palm fronds on them. He did not place palm fronds on the graves of al-Baqi' or any others. This indicates that this act was specific to the two graves regarding which Allah showed him their punishment. If it had been a recommended practice, he (peace and blessings be upon him) would have done it for all the graves. Yes.
