Answer:
This is the correct view. No one has the right to place a frond or anything else on graves. The Messenger (peace and blessings be upon him) did not place anything on graves; he did not place anything on the graves of al-Baqi' or others. He only placed a frond on two graves because Allah revealed to him the punishment of their occupants. He placed the two fronds and said:
It is hoped that their punishment may be abated till those two pieces of the leaf get dried.لعله يخفف عنهما ما لم ييبسا

He did not place a frond on the other graves. This indicates that it is not prescribed to place a frond or anything else on other graves, because we do not know about their punishment. Allah revealed to His Prophet the punishment of the two graves, so he placed the fronds in the hope that it would alleviate their punishment as long as they did not dry out.
