Question:
The listener Ahmad Ali sent a question, saying: I see many people praying in their workplaces, and they say that this work is with them and they are compelled to work, so they pray there. What is the ruling on their action? May Allah reward you with good. I heard a hadith meaning:
Whoever hears the call to prayer and does not respond, he has no prayer.من سمع النداء ولم يجب فلا صلاة له

Answer:
It is obligatory for men in every place to pray in congregation; because of the saying of the Prophet (peace and blessings be upon him):
Whoever hears the call and does not come, his prayer is not valid, except for those who have an excuse.من سمع النداء فلا صلاة له إلا من عذر

, and this is an authentic hadith. It was said to Ibn Abbas: What is the excuse? He said:
Illness or fearمرض أو خوف
. And it is established from him (peace and blessings be upon him) that a blind man came to him and said: O Messenger of Allah! I have no guide to lead me to the mosque, so do I have a dispensation to pray in my house? He said:
Do you hear the call to prayer?هل تسمع النداء بالصلاة؟

I was thinking of commanding that the call to prayer be given, then I would tell a man to lead the people in prayer, then I would go out with some other men carrying bundles of wood, and go to people who do not attend the prayer, and burn their houses down around them.لقد هممت أن آمر بالصلاة فتقام ثم آمر رجلًا فيؤم الناس، ثم أنطلق برجال معهم حزم من حطب إلى رجال لا يشهدون الصلاة فأحرق عليهم بيوتهم

. And this indicates the obligation of performing the prayer in congregation.
So it is obligatory for all capable men to pray in congregation in the mosques, not in the place of work, if the mosque is near and they can hear the call to prayer. As for if it is far and they cannot hear the call to prayer, then there is no blame on them if they pray in congregation in their place. I mean: hearing the call to prayer with the usual voice, not with the loudspeaker. As for the loudspeaker, it can be heard from far away, but if they can hear it with the usual voice, if it is on a high place and the weather is suitable, with nothing preventing the sound, if they can hear it, meaning: in a place where they can hear such a thing, then they must strive to go. And in any case, their striving to go to the mosques, even by car, is the good for them and this is the best for them, and in it is obedience to the command of Allah and His Messenger.
As for if they are far and it is difficult for them to go to the mosque, even if the call to prayer is with the usual voice and they do not hear it because of the distance, then there is no blame on them if they pray in congregation in their place.
