Question:
If a person comes to the Noble Makkah to perform Hajj or 'Umrah, is it permissible for him, after completing his Hajj or 'Umrah, to perform another 'Umrah for himself or for someone else in the same season in which he came, such that he leaves Makkah to al-Tan'īm to enter the state of ihram and then completes this 'Umrah? I ask for your guidance. May Allah reward you.

Answer:
There is no harm in that, and praise be to Allah. If one comes for 'Umrah or Hajj, and he performs Hajj for himself or 'Umrah for himself, or performs Hajj for another or 'Umrah for another, and he wishes to take another 'Umrah for himself or for someone else, there is no harm in that. However, he should take it from the state of ihram; he leaves Makkah to the state of ihram, to al-Tan'īm or al-Ja'ranah or elsewhere, and enters the state of ihram from there. Then he enters, performs tawaf and sa'y, and shortens his hair. Whether it is for himself, or for a deceased relative or loved one, or for an elderly man or woman who is unable to perform 'Umrah, there is no harm.
'Aishah did this by the command of the Prophet (peace and blessings be upon him). She performed 'Umrah with the Prophet (peace and blessings be upon him), then she sought permission on the night of al-Husbah, the night of the thirteenth... the night of the fourteenth. She sought permission on the night of al-Husbah, which is the evening of the third day, the night of the fourteenth, to perform 'Umrah. He (peace and blessings be upon him) gave her permission and ordered 'Abd al-Rahman ibn Abi Bakr, who was her brother, to go with her to al-Tan'īm. So she performed 'Umrah (may Allah be pleased with her). This was a second 'Umrah from within Makkah.
The conclusion is: there is no harm in a person performing Hajj for himself or 'Umrah for himself, and then performing 'Umrah for another person, or performing 'Umrah for someone else, or performing Hajj for someone else and then performing 'Umrah for himself. There is no harm in that. Yes.

The Shaykh: There is no evidence for that. Some scholars disliked the two 'Umrahs being close together, but there is no evidence for that. The Prophet (peace and blessings be upon him) said:
An Umra is an expiation for the sins committed between it and the next, and Hajj which is accepted will receive no other reward than Paradise.العمرة إلى العمرة كفارة لما بينهما، والحج المبرور ليس له جزاء إلا الجنة

And 'Aishah (may Allah be pleased with her) performed 'Umrah less than twenty days after her first 'Umrah. She performed 'Umrah in the beginning of Dhul-Hijjah... in the end... she responded to the call for 'Umrah in the end of Dhul-Qa'dah from al-Madinah and completed her Hajj with the Prophet (peace and blessings be upon him) as a combined Hajj; because menstruation prevented her from performing 'Umrah, so she performed a combined Hajj. Then she sought permission for the new 'Umrah on the night of al-Husbah, the night of the fourteenth, and she said: "You are departing with a Hajj and 'Umrah—meaning: as separate pilgrims—while I am departing with a Hajj," meaning: a Hajj with a combined 'Umrah. So the Prophet (peace and blessings be upon him) gave her permission and she performed 'Umrah.
The point is: there is no requirement for a duration between the two 'Umrahs; there is no clear evidence. The Prophet's (peace and blessings be upon him) general statement when he said:
An Umra is an expiation for the sins committed between it and the nextالعمرة إلى العمرة كفارة لما بينهما

covers both the few and the many. However, if there is crowding or hardship, it is better to leave that so as not to burden others. During the days of Hajj, it becomes a hardship; if the number of 'Umrah performers increases, they burden the people, so leaving it is better. And because the Prophet (peace and blessings be upon him) and his Companions did not perform 'Umrah after Hajj, except for 'Aishah. Rather, they would suffice with their first 'Umrah. If the believer follows their example and leaves the 'Umrah, that is better. And if he performs 'Umrah after the people have dispersed and the crowding has decreased, there is no harm in that.
