Question:
In his second question, he says: His Eminence the Shaykh: A man who has much wealth, and at the same time is my neighbor, does not pray, does not fast, does not pay zakah to those who are entitled to it, and has not performed Hajj. Is it permissible for me to return his greeting, eat with him, and associate with him at certain times?

Answer:
A man like this must be advised and directed toward good, and taught that prayer is obligatory, zakah is obligatory, and fasting is obligatory, and that they are among the five pillars of Islam. The Prophet (peace and blessings be upon him) said:
Islam is based upon five: the testimony of La Ilaha Illallah, and that Muhammad is the Messenger of Allah, the establishment of the Salat, giving the Zakat, fasting (the month of) Ramadan, and performing Hajj to the House.بني الإسلام على خمس: شهادة أن لا إله إلا الله، وأن محمدًا رسول الله، وإقام الصلاة وإيتاء الزكاة، وصوم رمضان وحج البيت

These are the pillars of Islam and the obligatory acts of Islam, so he must be warned, advised, and directed toward good, in case he responds. If he does not respond, he must be boycotted; do not sit with him, do not eat his food, and do not visit him; because he has committed a great crime of disbelief: abandoning prayer is major shirk—may Allah keep us safe from it—so he deserves to be boycotted and his case should be referred to the one in authority. If he is in an Islamic state, his case is referred to the one in authority so that he is given the opportunity to repent; if he repents, well and good, otherwise he is killed. May Allah keep us safe from it. Yes.
