Islam: Its opposite is disbelief, so the disbeliever is not obligated to fast, and if he embraces Islam, he is not obligated to fast, and as for the fact that we do not obligate him to embrace Islam, it is because the Prophet (peace and blessings be upon him) used to say when he sent the callers to Islam: The first thing you should call them to is the testimony that there is no god but Allah and that Muhammad is the Messenger of Allah. If they respond, then establish the prayer. If they respond, then give the zakah. This indicates that a person is not commanded to perform the laws of Islam except after the two testimonies, once he has embraced Islam. As for the fact that the disbeliever does not make up what he missed;Because Allah the Exalted said:
Say to those who have disbelieved [that] if they cease, what has previously occurred will be forgiven for themقُلْ لِلَّذِينَ كَفَرُوا إِنْ يَنْتَهُوا يُغْفَرْ لَهُمْ مَا قَدْ سَلَفَ
[Al-Anfal: 38] and our Prophet (peace and blessings be upon him) did not command anyone who embraced Islam to make up any prayer, fasting, or zakah that he had missed.
