Answer:
I do not know of any harm in that, if he kisses it out of reverence for it. It is narrated from 'Ikrimah ibn Abi Jahal, the Companion and the noble one (may Allah be pleased with him) that he used to kiss it and say, "This is the speech of my Lord." So I do not know of any harm in that.
And Surat al-Dukhan is among the best of the surahs, and I do not know of anything specific to it, but it is from the speech of Allah (Glorified and Exalted is He), and the speech of Allah is the best of speech, and in it is good, guidance, and righteousness, as Allah (Exalted and Majestic is He) said:
Indeed, this Qur'an guides to that which is most suitableإِنَّ هَذَا الْقُرْآنَ يَهْدِي لِلَّتِي هِيَ أَقْوَمُ
[Al-Isra: 9] And it is included in that, containing good and guidance. Yes.
