Answer:
It has been established that it has no preceding sunnah, but one should pray what Allah has decreed for him. He may pray two rak'ahs with one taslim, or two rak'ahs with two taslims, or three rak'ahs with three taslims, meaning: two rak'ahs, then two rak'ahs, according to what Allah makes easy for him. When he arrives at the mosque, he prays what Allah has enabled him to do, as the Prophet (peace and blessings be upon him) said, and then he sits waiting for the imam to come out, and listens to the khutbah and the prayer.
So the conclusion is: it has no fixed preceding sunnah, but one should pray what Allah makes easy for him. If he prays two rak'ahs as the greeting of the mosque, that is sufficient. If he prays other rak'ahs with them, that is better and more complete, because it is a great day, a noble day, and a day of festival. If he prays rak'ahs before it, saying taslim after every two, that is better. Then he sits waiting, glorifying Allah, saying Allahu Akbar, or reciting, or seeking forgiveness, or remaining silent.
