Machine translationRead the Arabic original
Question:
The questioner: (Sh. Sh.) says, Your Eminence, may Allah preserve you: How did the Messenger of Allah (peace and blessings be upon him) pray the Sunnah of Fajr? Was it after hearing the mu'adhdhin?

Answer:
When the dawn appeared, when the mu'adhdhin called, and the appearance of the dawn was confirmed, he would pray it. He would pray it after the adhan in his house, then he would come and the prayer would be established—(peace and blessings be upon him)—he would pray the two rak'ahs of Fajr, then lie down on his right side for a short while, then he would proceed to the prayer—(peace and blessings be upon him)—and he would say:
Narrated `Aisha: The Prophet (ﷺ) said, "Bilal pronounces the Adhan at night, so eat and drink (Suhur) till Ibn Um Maktum pronounces the Adhan."إن بلالًا يؤذن بليل، فكلوا واشربوا حتى يؤذن ابن أم مكتوم
Sahih al-Bukhari 622, 623
When the dawn appeared and the mu'adhdhin called, he would pray two rak'ahs—(peace and blessings be upon him)—lightly, then lie down lightly afterwards, then proceed to the mosque—(peace and blessings be upon him)—yes.
