Question:
This questioner, O Shaykh, is Muhammad Ali. He says: We are a group of brothers residing in the Kingdom of Saudi Arabia from Sudan. We collect zakat al-fitr based on the cost of zakat al-fitr for one individual here in the Kingdom, then we send this amount to our country to a trusted person to extract zakat al-fitr according to the staple food of the people of our country. Then that person purchases zakat al-fitr according to the number of family members sent to him from the Kingdom. And when an amount remains after the purchase, he distributes it as voluntary charity. Is that permissible, may Allah preserve you?

Answer:
There is no harm in that, there is no harm in this, but the more cautious course is that you pay out zakat al-fitr in the country where you reside. This is the most cautious for you, paying it out in the country where you are resident. This is more preferable; because it is a consolation for the people of the country where you are. If you send it to the poor of your home country, it suffices, if Allah wills. But the most cautious and best is to pay it out in the country where you are resident; because a number of scholars say: it is obligatory to pay it out in the country where the Muslim fasts, he pays the zakat in the country where he is resident. This is the view of a group of scholars. And if he transfers it out of need, there is no harm, if Allah wills. But that he pays it out in the country where he is resident and fasting, that is the most cautious. Yes.
