This means: among the ways of the disbelievers is that they prohibit the postponing of the sacred month (nasi'), and the postponing of the sacred month is forbidden; they make it Safar, and they make Safar Muharram, sometimes one way and sometimes another. Sometimes they keep Muharram as Muharram and Safar as permissible, and sometimes they reverse it, making Muharram into Safar, deeming it permissible, and delaying Muharram to Safar. [At-Tawbah 9:37] This is due to their ignorance, their misguidance, and their alteration. For this reason, He, the Exalted, said: [Surah al-Tawbah: 37].

إِنَّمَا النَّسِيءُ زِيَادَةٌ فِي الْكُفْرِ يُضَلُّ بِهِ الَّذِينَ كَفَرُوا يُحِلُّونَهُ عَامًا وَيُحَرِّمُونَهُ عَامًاThey make it lawful one year and unlawful another year
