Indeed, the postponing [of restriction within sacred months] is an increase in disbelief by which those who have disbelieved are led [further] astray. They make it lawful one year and unlawful another year to correspond to the number made unlawful by Allah and [thus] make lawful what Allah has made unlawful إِنَّمَا النَّسيءُ زِيادَةٌ فِي الكُفرِ يُضَلُّ بِهِ الَّذينَ كَفَروا يُحِلّونَهُ عامًا وَيُحَرِّمونَهُ عامًا لِيُواطِئوا عِدَّةَ ما حَرَّمَ اللَّهُ فَيُحِلّوا ما حَرَّمَ اللَّهُ

Al-Nasi' is that the four sacred months, in which fighting is forbidden, are Dhu al-Qa'dah, Dhu al-Hijjah, Muharram, and Rajab. So in the pre-Islamic age of ignorance, when they wanted to fight in Muharram, while believing it to be forbidden, they would say, “We will postpone the prohibition of this month, meaning the month of Muharram, to Safar.” They would postpone it and fight in Muharram, saying, “We have forbidden Safar in its place.” This is a delay of the prohibition from the month of Muharram to the month of Safar. And Allah the Exalted said that it is an increase in disbelief because it is a change of what Allah the Mighty and Majestic has forbidden, and a transfer of the prohibition from one time to another. Therefore, Allah the Exalted said that it is
an increase in disbelief by which those who have disbelieved are led [further] astray. They make it lawful one year and unlawful another year to correspond to the number made unlawful by Allah زِيادَةٌ فِي الكُفرِ يُضَلُّ بِهِ الَّذينَ كَفَروا يُحِلّونَهُ عامًا وَيُحَرِّمونَهُ عامًا لِيُواطِئوا عِدَّةَ ما حَرَّمَ اللَّهُ
