Question:
He asks a question in which he says: What is the ruling on one who marries his daughter to a young man who does not pray, neither at home nor in the mosque, by virtue of kinship? May Allah reward you with good.

Answer:
No one has the right to marry a person who does not pray, whether he is a young man or an old man, and whether he is a close relative or a distant one. This is a great evil, this is injustice to the woman, and it is betrayal. It is not permissible for her to consent...
Between a man and disbelief and shirk (associating partners with Allah) is the abandonment of prayer.بين الرجل، وبين الكفر والشرك ترك الصلاة
and his saying (peace and blessings be upon him):
The covenant that distinguishes between us and them is prayer; so whoever leaves it, he has committed Kufr.العهد الذي بيننا وبينهم الصلاة، فمن تركها؛ فقد كفر

So abandoning the prayer is a great evil and an apparent disbelief, so it is not permissible for a woman to marry a disbeliever by abandoning the prayer, or by other means. A Muslim woman does not marry a disbeliever. Allah (Glorified and Exalted is He) says: :
they are not lawful [wives] for them, nor are they lawful [husbands] for themلا هُنَّ حِلٌّ لَهُمْ وَلا هُمْ يَحِلُّونَ لَهُنَّ
[Al-Mumtahanah: 10] And He says (Exalted and Majestic is He):
And do not marry polytheistic men [to your women] until they believe. And a believing slave is better than a polytheist, even though he might please you.وَلا تُنكِحُوا الْمُشْرِكِينَ حَتَّى يُؤْمِنُوا وَلَعَبْدٌ مُؤْمِنٌ خَيْرٌ مِنْ مُشْرِكٍ وَلَوْ أَعْجَبَكُمْ
[Al-Baqarah: 221] So her guardian has no right to marry her except to a Muslim, if she is praying.
As for if she does not pray, and she is married to one like her who does not pray, it is valid, and upon both of them is repentance, and returning to Allah, and performing the prayer. This is what is obligatory upon all of them. And upon the guardians is to take care of this matter. Likewise, one who is known for drinking intoxicants, or other sins, the guardian should protect her from him; because he may harm her, he may call her to this evil. So the guardian chooses for her a righteous, good man according to his ability, according to what is possible. As for the one who abandons the prayer, it is never permissible to marry him; because abandoning it is disbelief. We ask Allah for safety. Yes.
