If one of you breaks his fast, let him break it with fresh dates; if he does not find them, then with dried dates; if he does not find them, then with sips of water. إذا أفطر أحدكم فليفطر على رطب، فإن لم يجد فعلى تمر، فإن لم يجد حسى حسوات أو حسيات من ماء
So if he has no food, meaning he has no edible item, or he has an edible item but does not desire it, and he drinks water, I hope that the recommended practice is achieved for him.
